Parks References in the Roane County, Tennessee Road Orders 1830-1833

Order Books

 

Order books provide considerable information about the county, local leaders, and a fair amount of gossip unavailable in the more formalized document registers such as will books and deed books. Because will and deed books offer a “quick fix” for finding lineage, the order books are often ignored. Another reason for their limited use is that they are poorly indexed if indexed at all. They must be read entirely, day by day, in order to locate critical clues. Read together with a basic knowledge of the law of the time, brief entries may yield significant information.

The court assigned persons to build and maintain the roads (generally called “road orders”), the foreman being called the “surveyor” and the work crew (“gang” or “hands”) coming from the tithable males in the named households. The road order helps to define the location of property, and shows who were neighbors.

Numbers in brackets [ ] refer to page number in the 1830 Roane County, Tennessee census.

p. 3-1 April 1830

Ordered by the Court than John BROWDER[54] be overseer of a 1st class road from BLAIR’s ferry to the four Mile post on the North side of Tennessee river, and that all the hands in the following bounds (except Hugh MOORE*1 John PARKS[53]) do work thereon towit, all the hands South of MOORE’s ferry road, up to the four Mile post North of the river and also to include Jefferson ELDRIDGE*2, George ERWIN*3, and the widow WARREN’s land*4. James WELLS[50], John DAVIS[52,58,62,63], Levi GALLOWAY[48], John TUMMONS[50] or those living where they do.

Ordered by the court that George MOORE[46, 53(2)] overseer have in addition to the hands he already has the two following ones, towit Hugh MOORE*1 & John PARKS[53].Ordered by the court that the Second Class road from the river at the mouth of Holston into BLAIR’s ferry road be discontinued.

p. 18-2 July 1830

Ordered by the Court that Samuel NAIL*5 be continued overseer of the road from PRIGMORE’s [?]*6 old house to the Monroe County line, and that the hands in the following bound do work thereon viz. all the hands above a line commencing at the black oak ridge and running to PARKS’ Mill so as to include Sergant James MURPHY*7, James STULTS[60], Saml BURNETT[26] & Joseph PARKS[25A*] & all the hands above a line running from PARKS’ to the head of Steekee.

 

p. 21-4, finishing on p. 22 July 1830

Ordered by the court that Gimeral GOOD[35] be continued overseer of a 1st Class road from the bridge on Caney creek to the fork near the Post oak spring and that the following hand for such as may live where they do, do work thereon towit, Allison HOWARD[35], Robert PARKS[35], John ENGLAND[35], Elijah ISHAM[42], Wm. SMITH[3, 5, 34, 64], John HEADRICK[34] & Wm. S. COLEMAN[34].

On the Petition of sundry citizens of this County it is ordered by the court that David PATTON[36], Henry BROWN[44(2)], Andrew DERRICK[43], John MOORE[35, 53, 58], George PARKS[43], Gray HAGGARD[67], Samuel MARGRAVE[43] & George ARNOLD[60] or any five of them after being sworn be a jury of View to view the road which lies between Theoderick GREENs[44] & James DEARMOND[62] crossing Big Emory at Samuel F. TONYs [?] and report to next court.

 

p. 43-1 Jan 1831

On the petition of sundry citizens of this County it is ordered by the court that Robert CANNON[25A], Wm. C. JULIAN[25A], James PARKS[25A], Josiah BLAIR*8, Thomas STEPHENS[26], Barnard FRANKLIN[26] & John W. ROBESON[25, 27] or any five of them after being sworn for that purpose be a jury of View to view & mark a way for a third class road “leaving the road that leads from BLAIR’s ferry to Madisonville at the first hollow above Wm. NEW’s to PARKS mill & JULIAN’s wool carding machine & that they report to next court.

 

p. 47-1 April 1831

Ordered by the court that George IRWIN[49] be overseer of a public road from where it leaves BLAIR’s ferry road to George MOORE’s[46, 53(2)] ferry on Tennessee river and that all the following hands to work thereon towit, all the hands living on Jesse ELDRIDGEs[49] place and on the plantation with George MOORE[46, 53(2)], Saml STARKEY[53], Wm. MOORE[53], Jacob PARKS[25], Hu (?) MOORE*1 & John PARKS[53].

 

p. 51-1 April 1831

Ordered by the court that Joseph MOORE[54] be overseer of a 1st class road from BLAIR’s ferry to the four mile post on the North side of Tennessee river, and that all the hands in the following bounds except Hu (?) MOORE*1 & John PARKS [53] do work thereon towit, All the hands South of MOOREs ferry road up to the four mile post north of the river, and also to include Jefferson ELDRIDGE*2, George ERWIN (crossed through)[49], & the widow WARRENs*4 hands, James WELLS[50], John DAVIS[52,58,62,63], Levi GALLOWAY[48] & John TUMMONS[50] or those living where they do.

Ordered by the Court that Allison HOWARD[35] be overseer of a 1st Class road from the bridge on Caney creek to the fork near the post oak springs and that the following hands or such as may live where the men so ordered in July 1830 do work thereon to wit, Allison HOWARD[35], Robert PARKS[35], John ENGLAND[35], Elijah ISHAM[42], William SMITH[3,5,34,64], John HEADRICK[34], Wm. S. COLEMAN[34] & Elbert SEVIER[not found].

Joseph BLAIR*8be appointed overseer of a third class road as viewed & marked by the Jury of View appointed at the last term of this Court, leaving the road that leads from BLAIRs ferry to Madisonville at the first hollow above William NEWs[26] to PARKS mill & JULIAN’s wool carding machine And that the following hands work under him for the purpose of cutting out (illegible) said road, towit, all the hands on James[25A] & Joseph PARKS’[25A*] land, Nat BOSWORTH [?]*9 land, Jeremiah STONEs[25A] land, Col. LOVE’s[26]*10 land, Robert CANNONs[25A] land all the hands on the land BAGWELL[26]*11 lives on, David FAIN[26]& the hands on the land he lives on, & all on Josiah BLAIRs*8 land, SHELTONs[no SHELTON found in Ro. Co.], Joseph BRITTAIN[25A], & JULIANs[25A], & LOSSER [?] DAVIS [?].

 

p. 69-1 July 1831On the petition of a number of citizens of this county, it is ordered by the court that John W. ROBERSON[25, 27], James PARKS[25A], Thomas CHILTON[not found], Jeremiah STONE[25A], Wm. C. JULIAN[25A], Joseph ROBERSON[25], & Joseph PARKS[25A*] or any five of them after being first sworn for that purpose be a jury of View to view a way for a 2nd Class road from John W. ROBERSON’s [25,27] passing PARKS’ mill & JULIAN’s wool carding machine and intersecting BLAIR’s ferry road at some place near Monroe County line & report to next Court.

 

p. 79-2, finishing on p. 80 October 1831

The jury appointed at the last term of this Court to view a way for a 2nd Class road from John W. ROBERSON’s [25,27] passing PARKS’ mill & JULIAN’s wool carding machine & intersecting BLAIR’s ferry road at some place near Monroe County line made the following report to wit “We the jurors of View having been duly sworn have proceeded according to the within order and believe there can be a useful road and have viewed and marked the same. W. C. JULIAN[25A], Joseph ROBERSON[25], James PARKS[25A], John W. ROBERSON[25,27], Thomas CHILTON[not found], Jeremiah STONE[25A], Joseph PARKS[25A*]—which said report is by the Court Confirmed. It is therefore

 

p.80-1 October 1831

Ordered by the Court that William C. JULIAN[25A] be overseer of a 2nd Class road from John W. ROBERSON’s [25,27]passing PARKS’ mill & JULIAN’s wool carding machine intersecting BLAIR’s ferry road the way viewed & marked by the jury who reported to this Court And that he have the following hands to open said road to wit the hand of Josiah [?] BLAIRs*8 road & the hands of his road making a straight line from Capt. BACON’s[24-*12] muster ground to the Monroe County line taking Wm. GILLESPIE[27].

 

p. 97-1 April 1832

Ordered by the Court that John BLAIR[18,27] be overseer of a 1st Class road from BLAIR’s ferry to the four mile post on the North side of Tennessee river and that all the hands in the following bound except Hu (?) MOORE*1 & John PARKS[53] do work thereon to wit all the hands south of MOOREs ferry road up to the four mile post north of the river and also to include Jefferson ELDRIDGE*2 & the widow WARREN’s*4 hands, James WELLS[50], John DAVIS[52,58,62,63], Levi GALLOWAY[48] & John TUMMONS[50] or those living where they did in April 1831.

 

p. 105-1 April 1832

Ordered by the Court that William REYNOLDS[26] be overseer of the road from PRIGMORE’s*6 old house to the Monroe County line and that the hands in the following bounds do work theron to wit, all the hands above a line commencing at the black oak ridge and running to PARKS’ mill so as to include(Earl) SHUGART[28], James MURPHY*7, James STULTS[60], Saml BURNETT[26] & Joseph PARKS[25A*] and all the hands above a line running from PARKS’ to the head of Steekey.

p. 121-2 October 1832

Ordered by the Court that Jacob PARKS[25] be overseer of a 2nd Class road from MOORE’s ferry to James JOHNSTON’s[25A], the way that was reviewed and that all the hands in the following bounds do work thereon to wit Beginning at John HARRISON’s[25] and including all the hands on his land & then up the river (?) to George REYNOLDS’*13.

 

p. 129-2 January 1833

Ordered by the Court that Capt. Hugh MOORE*1 be overseer of a 1st Class road from BLAIR’s ferry to the four mile post on the North side of Tennessee river and that all the hands on the following bounds, except Hu MOORE*1 & John PARKS[53] do work theron to wit, all the hands south of MOORE’s ferry road up to the four mile post North of the river and also to include Jefferson ELDRIDGE*2 & widow WARREN’s hands*4, James WELLS[50], John DAVIS[52,58,62,63], Levi GALLOWAY[48] & John TUMMONS[50] or those living where they did in April 1831.

Ordered by the Court that Thomas L. DOUGLAS[38] be overseer of a 2nd Class road from John W. ROBERSON[25,27] passing PARKS’ mill & JULIAN’s wool carding machine intersecting BLAIR’s ferry road the way viewed & marked by the jury who to October Session 1831. And that the hands in the following bounds do work theron to wit Beginning at John W. ROBERSONs[25,27] hence (?) up Sweetwater creek opposite Tho L DOUGLASs[38] leaving DELLEARELY [?] out, thence to his house including him thence from his house a direct line to Jacob MESSANIEREs [?] including him thence south to the Monroe line to where said road intersects with the BLAIR’s ferry road then to the beginning including T. SHELTON[not found].
